الأسهم تمنع سرقة العاملين للشركات!
تحويل الشركات الأنتاجية الحكومية الى مساهمة أي أسهم نسبة 49% تباع للناس و51% تبقى ملك الحكومة النتائج الان تثبت أستمرار السرقات فيها والعاملون يمارسونها بأعتبار الدين الأسلامي يسمح بسرقة الحكومة لأنها ملك عام لا يمنح منه شيء للعراقين !, يرفض الوقف السني والوقف الشيعي أصدار فتوى أمر ديني للمسلمين بتحريم وتجريم سرقة المال العام والناس تلعب بهم الأراء المتناقلة بينهم من أن المال العام يسرقه كبار السياسيون والحكومة ويتمتع به البرلماني والوزير الخ!, والعدل في توزيع الثروات لو تحقق وألغاء الضرائب وأجور الماء والكهرباء والتعليم الخ من رسوم يسددها الناس الى الحكومة !, اليوم لدي متابعة شركة أنتاجية تبيع مواد أستهلاكية حسب خبراء الأقتصاد هي تربح الكثير لكن سألت أحد مالكي الأسهم فيها ولديه 500 سهم وأخبرني أنه لم يتسلم أرباح سنوية , بينما أجد منتجاتها في كل مكان وسيارات التوزيع توزع المنتج ! المشكلة وجدت أن العاملين فيها يدخلون فقراء وتجدهم بعد سنوات أصحاب محلات تجارية ويملكون السكن ويركبون أرقى واغلى السيارات ! واضح هم يبيعون المنتج لحسابهم الخاص! , والقرار ببيع الأسهم للناس لتكون رادع بأعتبار سرقة الناس لبعضهم حرام وسرقة الحكومة حلال مستمرة !, ومن القرارات التي صدرت مع قرار تحويل الشركات الى مساهمة كان قرار يحمل جميع منتسبي الشركة أو المؤسسة الحكومية غرامة الممتلكات والأموال التي تسرق من الحكومة ! ومثال _ وجدت قرار صادر من مدير عام شركة عام يفرض غرامة ملايين على منتسبي مؤسسته الحكومية بعد تحقيق عن سرقة أطارات سيارات من المخزن التابه له , وبينما لا يشمل موظفي مكتبه ولا الأدارة الخاصة به , يعني فرضها بأنتقائية بينما الفكرة التي صدر القرار وتشريعه من الحكومة لكي تحصل عملية غضب ويلجأ المنتسبين للموقع الحكومي يقدمون الشكوى ويبلغ عن السارق الحقيقي نتيجة تأثر هؤلاء مكن عمله السيء! لكن الأستثناء شمل مجموعة من العاملين ! و أساسا لما نحمل المسؤولية على الموظفين ومسؤول المخزن موظف لديه مفاتيح وأجراءات الأمن التي تحمي المخزن السبب أهماله ! لأنه شريك في السرقة والنصف الآخر على الحراس سمحوا في ضعف اجراءاتهم في خروج المسروقات خارج المؤسسة بسهولة من قبل السارق!.
الفكرة هي تحويل الشركات الحكومية الى مساهمة خطأ ويجب بيع كل الشركة الى المالك الأهلي أو القطاع الخاص حسب ما تسميه الحكومة في العراق وهناك تجربة قام بها بعض المهندسين المتقاعدين من الحكومة أدخلوا الحكومة شريك بنسبة 30% في مشاريع وعندما أنشأت على أرض مؤجرة من البلدية سرقوا الأجهزة الكهربائية والمكائن خط الأنتاج وأختفوا بها ونجد أنها الان هي خط انتاج في مصانع مملوكة باسماء أقاربهم ! ربحوا ملايين ! والحكومة لم تسترجع المبلغ المساهمة به معهم وسجلت القضايا أنها أختفاء مشروع ضد مجهول السكن والعنوان !والمفارقة أحدى مديرات شركة من الشركات المشابهة الى الحالة أعلاه كانت تاركة العمل في الحكومة وأعيدت الى العمل بعد 2003م وهي اليوم مديرة كبيرة في الحكومة وتتحكم بأمور المال والأعمال !
العراق يحكم أهله الفتوى الدينية التي تحرم ممارسات وتسمح بأخرى وتعتبر ظلم الحكومة وعدم العدل في توزيع الثروات وفرض الضرائب ونسبة الربح على السلفة أو القرض الممنوح الى الناس هي أسباب تبيح سرقة المال العام والنص يقول أنه ما لم يكن في مسؤولية أحد ولا يتضرر منه أحد من الناس سرقته حلال ! وخطوط الأنتاج في مؤسسات عامة غير مفروض عليه وحدة قياس لا تؤثر و لايمكن ضبطها والعاملين أن أتفقوا على السرقة الجماعية أنتهت الحكومة ومؤسساتها الأنتاجية ! والخلافات السياسية بين حكام العراق هيأت الأرضية في ظرف أصبح الناس يشاهدون التلفزيون الفضائي والفضائح والشتائم أعتقد من خبرتي في الاعلام والصحافة أن تكتم الحكومة على الكثير من القضايا أفضل لأننا نثير شهية الاخرين لسرقة المال العام وعندما يشهر برلماني أو سياسي في احترام زملاءه المال العام ويدعي أن العقود والحكومة تسرق المالل العام هي تحرك مشاعر الناس الى الانحراف ! .
